"It's a working platform two storeys up. The shift has been on since morning and it has been raining heavily. The rain stopped in the afternoon, but the deck never dried. A mason shifts his weight to reach for a bag of cement and his boot slides half an inch on the wooden plank, without anti-skid texture under him. He catches the frame rail. Nobody saw it. Nobody logged it. It happens again the next week, on a different height, with a different worker who isn't as quick."

Why This Isn't a Seasonal Inconvenience

Construction in India doesn't stop for monsoon. EPC contracts carry penalty clauses tied to work incompletion, not weather. Labourers booked for a shift have to be used in that shift, whether it is raining or not. So they keep working on platforms that are wet for three monsoon months, not just for one rainy afternoon.

Water on a worksite doesn't behave the way people assume. It doesn't just wash away and run off. On a flat deck, it pools. A platform that looks dry from a distance can be holding a thin film of water in the low points of a panel, and that's enough to turn a normal walk across into a hazard. And mud carried in on boots makes the surface worse, as the shift goes on.

There are also other factors that make it more dangerous. Wooden planks, when exposed to water and mud, start developing a thin layer of algae. This isn’t always visible, but it makes the surface extremely slippery. And in some areas, there are small oil spills or drops from machinery that mix with water and act like a lubricant on the planks. Together, these conditions turn an already wet surface into something far more dangerous.

Then there's the cost side. A lost-time injury brings a stopped worker, an incident report, a safety audit, and in some cases a client walking off site until corrective action is shown. None of that costs less than upgrading the decking would have. Anti-skid planks aren't an added expense layered onto a project. They're cheaper than the alternative, just paid for at a different point in the schedule.

What Actually Makes a Plank "Anti-Skid"

The term gets used loosely, so it's worth being precise about what it means physically. A standard scaffold plank is flat mild steel, with a painted finish. That paint is smooth by design, because smooth paint looks clean and sells well. The problem is that smooth painted steel and water don't mix. Water sits on top of a flat painted surface, and a layer of water under a boot has nowhere to go. That's what a slip actually is: the boot can't push water out of the way to make contact with the steel bottom.

Anti-skid decking solves this with geometry. A surface of raised anti-skid dimples breaks up that flat plane. The raised edges of each dimple cut through the water film and drain the water, down through the grooves or off to the sides of each raised dimple. The boot makes contact with the raised steel, not with a layer of water sitting between the boot and the deck.

Galvanized vs Painted, the Corrosion Factor

Paint and monsoon humidity have a short relationship. Chipping happens fast under repeated wetting, foot traffic, and the pieces of material being dragged across the deck. Once the paint goes, the bare steel underneath starts to rust, and rust doesn't stay at the surface. It works into the raised pattern that's supposed to allow water to flow away from your platform. A rusted anti-skid pattern fills in with corrosion product and loses its grip almost as a flat sheet does. You end up with the worst combination: a plank that still looks like an anti-skid product but performs like an oiled bench.

Hot-dip galvanized finish doesn't have this failure mode. The zinc coating resists the corrosion that eats through paint, and it keeps the anti-skid dimple pattern functional for years longer under the same standing water and humidity. This isn't really a spec sheet comparison. It's a total cost question. A painted plank that needs replacing in two monsoon seasons costs more over time than a galvanized one that doesn't, even before you count the labour to swap it out mid-project or the risk exposure while it's degrading.

What the Law Actually Expects From a Site

The Building and Other Construction Workers Act, 1996, along with its Central Rules from 1998, places a clear duty on the employer or contractor to provide safe means of access to any working place. Scaffolding decking is part of that means of access. This isn't a technicality buried in a schedule somewhere. It's a direct obligation tied to how workers get from one point on a structure to another.

IS 3696-1 (1987), India's Safety Code for Scaffolds, goes further on the weather question specifically. It calls for inspection after storms and heavy rain, and for shutdown where conditions warrant it. That standard doesn't specify exactly what counts as anti-skid or corrosion-resistant decking, but site safety teams should account for the fact that a deck which has lost its grip pattern to rust, or that's pooling water, is failing the inspection criteria the code asks for. Framing anti-skid, galvanized decking as part of meeting that standard of care is more accurate than treating it as an optional upgrade sitting outside compliance. It's the thing that makes a post-storm inspection pass instead of flag.

None of this is legal advice, and it isn't a guarantee against liability if something goes wrong. It's a description of what the rules ask a site to account for, and decking choice is one of the more direct ways a site can answer that.

Monsoon Pre-Shift Checklist

  • Check for water ponding on platforms before anyone steps onto them
  • Check for rust spots breaking through the painted finish
  • Check the anti-skid pattern on high-traffic planks for wear that's smoothed it down
  • Check if the hooks and locks are properly fixed, as rainwater may have loosened the hooks and locks or shifted the frame connections.
  • Fix or remove anything damaged before the next shift starts; don’t wait until the end of the day.

Considering Maharashtra and Gujarat for example, Different Conditions, Same Underlying Risk

In Maharashtra, the Mumbai-Pune-Nashik-Aurangabad belt runs real estate, metro, and industrial shed construction straight through a June-to-September monsoon that doesn't let up. MIDC industrial zones keep fabrication and assembly work going on platforms that are wet for most of that window, and the volume of active sites means the risk isn't isolated to one project type. It's a feature of the season across the region.

Gujarat carries a different version of the same problem. The Ahmedabad-Vadodara-Surat-Rajkot corridor and its GIDC zones run heavy EPC, petrochemical, and textile construction activity year-round, and the coastal and chemical-belt humidity around areas like Dahej and Hazira adds a corrosion load that inland sites in Maharashtra don't see in the same way. A painted plank degrades faster there. A galvanized one earns its cost back faster too.
